Management duties will include chairing the management board meetings, carrying out regular meetings to monitor the implementation of staff work programmes, conducting staff appraisals, identifying personal training needs and development opportunities, developing tools which enable a better understanding of deliverables and dependencies, setting up risk and issues logs, performance frameworks and confidence tools to manage down specific programme risk, providing a framework system to ensure service deliveries are of a high and consistent quality and the client charter is being implemented, coordinating national operational activities including constantly adapting the service to deal with new legislation and policy changes to the planning system. Familiarity with programme and project management methodology is required, and some experience of managing within a programme management environment. Previous experience in managing a substantial public or charitable funded budget and leading multi disciplinary teams is also essential along with evidence of improving systems and processes to increase efficiency and productivity and involvement in managing organizational change. Applicants must have a working knowledge of town planning and/or regeneration - MRTPI and a programme management qualification is desirable but not essential. Other competencies requires will include demonstrating leadership, communication and interpersonal skills as well as personal experience of being able to bring about process transformation. The ideal candidate will have the ability to implement and manage a robust programme governance structure and be able to liaise with key stakeholders internally and externally along with understanding the linkages between workstreams, projects, and necessary programme support activity.
